Welcome to National Program for Eye Health Website! WE hope this webpage will give you all information on eye care in Cambodia.

 

VISION

To Provide basic eye care services for all Cambodia and to eliminate locally endemic blindness.

 

MISION

Provision of eye care services in all provinces of Cambodia

Reduce blindness rate to less than 0.5% prevalence in most areas of each region

 

Main Responsibilities

 

1-     Coordination with the Ministry of Health/ Government

 

a.       Develop and Implement National Action Plan for Blindness Control in Cambodia

b.       Facilitate within the Ministry of Health departments and Institutions and       Inter-ministerial departments on all eye care program/ activities in the Country.

c.        Develop IEC materials for eye health education and Guidelines

d.       Develop / follow up budget proposals from the government/ MoH  for eye care system development in the country.

e.       Follow up / Monitoring and evaluate the Implementation of the 5 year Action Plan for Blindness Control

f.        Prepare  progress report on Blindness Control to Ministry of Health

 

2-     Coordination with the Provincial Health Department and Eye Units

 

a.       Facilitate and Coordinate provincial eye units to plan for eye care activities including outreach activities.

b.       Facilitate eye care program with the Provincial Health Department

c.        Facilitate provincial eye units working with NGOs partners

d.       Conduct monitoring and evaluation of eye care activities in the provinces and eye camps by visiting teams from overseas.

e.       Coordinate all eye care training program for provinces

 

3-     Coordination with the INGOs, and NGOs and International Agencies

 

a.       Facilitate  works of involved NGOs in the Ministry of Health, Provincial Health Department and eye department and provincial eye units

b.       Facilitate / coordinate and do correspondence with all involved INGOs and Agencies which interested to extend their activities into Cambodia.

c.        Writing proposal and seeking funds from government, Partner INGOs and International Agencies and other donors for the implementation of eye care program

 

4-     Coordination with the PBL Committee

 

a.       Organize bi-monthly PBL meeting and preparing reports

b.       Plan/Organize seminars and workshops on PBL in Cambodia

 

 

 

5-     Relation with the Cambodian Ophthalmological Society ( COS )

 

a.       Co-ordinate between the NPEH and  the COS to develop CME Meeting/ Workshop and Training Curricula for all existing eye care professionals

b.       Coordinate development of standards for all eye care programs

 

Background information :

The National Program for Eye Health ( former Sub-Committee for the Prevention of Blindness ) was established in 1995 by the Ministry of Health and act as technical adviser to Ministry of Health. The role and duty of this Sub-committee was to develop and implement a National Plan for the Prevention of Blindness and provide technical advice to the Ministry of Health.

 

In 1995,  the Sub-committee developed a Master Plan and First Five Year Action Plan for prevention of blindness and approved by the Ministry of Health. This Plan aims to provide basic eye care service in each region of Cambodia and to reduce blindness prevalence to less than 0.5% by the year 2005.

 

In 2008 the New Strategic Plan for Blindness Control ( 2008-2015 ) was developed for continuing of further eye care system development in the Country. Human Resource, Facility Development, VISION 2020 Disease Control and resource mobilization are main Priorities in the National Plan.
